Pelosi sat directly behind the president and was prominent throughout the speech, which lasted an hour and two minutes.
The 81-year-old behaved chaotically all the time, jumping and rubbing her knuckles with joy after Biden talked about soldiers breathing toxic air at one point.
At other times, she rubs her tongue against her teeth in her mouth.
The strange behavior inspired a wave of memes comparing her to Jim Carrey in Me, Me and Irene.
At one particularly strange moment, Pelosi jumped up and rubbed his knuckles with joy as Biden spoke of troops inhaling toxic smoke from fuel pits.
Pelosi smiled and rubbed his hands as President and Vice President Kamala Harris looked solemn.

The moment to rub the knuckles came when Biden spoke of veterans from Afghanistan who were faced with inhaling toxic fumes from incineration pits during deployment.
“My administration is assisting with job and housing training, and is now helping lower-income veterans receive VA debt-free care.
“Our troops in Iraq and Afghanistan have faced many dangers.
“One was stationed at bases and was breathing toxic smoke from incineration pits.”
The audience began to applaud, and Pelosi rose slowly from her seat, rubbing her hands and smiling.
Some joked on Twitter that she looked like she had drunk too much vodka before the important speech.
“I couldn’t tell if she was pinching or just trying to keep her teeth,” one man said.
This is not the first time Pelosi’s teeth have been ridiculed.
In 2019, then-President Donald Trump joked that she was distracted because “her teeth fell out of her mouth” when she said he had tried to “bribe” Ukrainian President Zelensky.
“Because Nancy’s teeth were falling out of her mouth and she didn’t have time to think!” Trump tweeted.
