2:10 p.m.: Two Russian cruise missiles flew “dangerously close” to the nuclear power plant in southern Ukraine, Energoatom says in a statement (in Ukrainian). The projectiles were fired in the direction of Pervomaisk in the Mykholaïv region, the company continued, denouncing an “act of nuclear terrorism”.

2:37 p.m.: Washington has formally determined “that Russia has committed crimes against humanity in Ukraine,” said Kamala Harris, Vice President of the United States, in a speech at the Munich Security Conference. She added that those who committed these crimes, as well as their superiors, would be “held accountable”.

In this sector, Russian troops have been on the offensive for several weeks, in parallel with movements around Bakhmout and Vougledar.
