According to the investigation, the kidnapped children are orphans and have parents or guardians. Some children were reportedly adopted by Russian families or placed with foster families.
Moscow denies it: “We are doing our best to leave minors in families and place orphans under guardianship in cases of absence or death of parents and relatives.”
