Leonardo Sobreira, from Guangzhou (247) Beijing is determined to achieve the historic goal of reuniting Taiwan with the mainland administration, and it will do so peacefully and respecting all of the island’s distinctive features, said a white paper released by the Taiwan Affairs Bureau on Wednesday, March 10 of the State Council was published information of the State Council of the People’s Republic of China.

The document, entitled “The Taiwan Question and China’s Reunification in the New Era,” places the policy of reunification in the context of the Communist Party’s great efforts to achieve Chinese nation revitalization. This is the third white paper to be published on Taiwan. The first, The Taiwan Question and China’s Reunification, is dated August 1993. The second, The One China Principle and the Taiwan Question, is dated February 2000.

The new white paper firmly states that Taiwan undeniably belongs to China. “Taiwan has belonged to China since ancient times. This claim has a solid basis in history and case law. New archaeological discoveries and research regularly demonstrate the deep historical and cultural ties between the two sides of the Taiwan Strait. A large number of historical records and annals document the development of Taiwan by the Chinese people in earlier periods,” he says.

“Taiwan was never a state; its status as part of China is immutable. Any attempt to distort these facts and challenge or deny the one China principle will be doomed to failure.”

The document charts the development of the CCP’s proposals since 1949, when Mao Zedong defined the main guidelines for the peaceful settlement of the Taiwan question. In 2019, President Xi Jinping proposed “important measures to promote the peaceful development of crossstrait relations and the peaceful reunification of China in the new era. They are: first, work together to promote China’s revitalization and peaceful reunification; second, pursue a twosystem solution to the Taiwan issue and make innovative efforts for peaceful reunification; third, respect the oneChina principle and safeguard the prospects of peaceful reunification; Fourth, further integrate crossstrait development and consolidate the foundations for peaceful reunification; Fifth, to forge closer ties of heart and spirit between the people on both sides of the Straits and strengthen a common commitment to peaceful reunification”.

In this context, the economic development achieved by China acts as a force for national reunification, which cannot be stopped by either the separatist forces of the Democratic Progressive Party or the outside world.

“China’s development and progress is a key factor determining the course of crossstrait relations and the achievement of full national reunification. In particular, the great achievements of reform, openingup and modernization over four decades have had a deep impact on the process of solving the Taiwan issue and achieving full national reunification. No matter what political party or group is in power in Taiwan, it cannot change the trajectory of progress in crossstrait relations or the trend toward national reunification,” the text said.

Referring to these external forces, the white paper specifically cites the United States, accusing the country of using Taiwan to contain China. Speaker of the House of Representatives in Washington Nancy Pelosi visited Taipei in early August. Beijing claims that by intensifying official ties with Taipei, the Democrat violated the One China policy endorsed by the United States itself in three joint communiqués passed in 1972, 1978 and 1982, and by the UN General Assembly in Resolution 2758 was passed in 1971. The One China Policy states that the People’s Republic of China is the only legal government of China.

“These outside forces are using Taiwan as a pawn to undermine China’s development and progress and hamper the revitalization of the Chinese nation. They do so at the expense of the interests, welfare and future of the people of Taiwan, not their own. They encouraged and initiated provocative actions by separatist forces; these intensified crossstrait tensions and confrontations and undermined peace and stability in the AsiaPacific region. This goes against the underlying global trends of peace, development and cooperation, and goes against the wishes of the international community and the aspirations of all peoples,” he says.

According to the White Paper, interference from outside is doomed to fail: “China is firmly committed to peaceful development. At the same time, it will not falter in the face of outside interference and will not tolerate violations of its sovereignty, security and development interests. External forces will do nothing to harm the Taiwanese separatists, and using Taiwan to contain China is doomed.” “The wheel of history is turning toward national reunification, and no individual or force will stop it,” he adds.

One country, two systems

Following Xi Jinping’s guidelines, the text notes that the “one country, two systems” policy applied to the Hong Kong and Macao regions is the best way to achieve China’s national reunification. The CCP’s priority is to achieve this goal through peaceful means:

“The principle of ‘one country, two systems’ is an important institutional tool created by the CCP and the Chinese government to facilitate peaceful reunification. It represents a great achievement of Chinese socialism. Peaceful reunification and “One Country, Two Systems” are our basic principles to solve the problem By embodying Chinese wisdom we thrive on embracing each other they fully consider Taiwan’s realities and contribute to longterm stability in Taiwan after reunification,” the text reads.

“National reunification through peaceful means is the CCP and Chinese government’s first choice to resolve the Taiwan issue, as it best serves the interests of the entire Chinese nation, including our compatriots in Taiwan, and works best for longterm stability.” . Concept and development of China. We have worked hard over the past few decades to overcome difficulties and obstacles to peaceful reunification and to show that we value and protect the greater good of the nation, the wellbeing of our compatriots in Taiwan, and the peace on both sides,” he continued away.

use of force

However, any separatist activities that cross “red lines” will be repressed, including by force, the text warns.

“We stand ready to create a vast space for peaceful reunification, but we will in no way leave space for separatist activity,” the text reads. “We will not renounce the use of force and reserve the possibility of taking any necessary measures. This is to protect against outside interference and all separatist activities. In no way is it aimed at our Chinese counterparts in Taiwan. The use of force would be the last resort in compelling circumstances. We will only be forced to take drastic measures to respond to the provocation of separatist elements or external forces if they cross our red lines,” he adds.

“We will always be ready to respond by force or other necessary means to interference by external forces or radical actions by separatist elements. Our ultimate goal is to secure China’s prospects for peaceful reunification and advance that process.”

benefits to the world

China’s reunification will not affect the way of life of Taiwanese, who will continue to enjoy all rights, the document guarantees.

“Taiwan’s social system and way of life are fully respected, and the private property, religious beliefs, and legal rights and interests of the people of Taiwan are fully protected.”

In addition, the economic prospects for the Taiwan region, China and the rest of the world will improve once reunification is complete. “After reunification, the systems and mechanisms of crossstrait economic cooperation will be improved. Supported by the huge market in the mainland, Taiwan’s economy will enjoy broader prospects, become more competitive, develop more stable industrial and supply chains, and be smoother and better exhibit vitality in innovationdriven growth,” the text reads.

“The peaceful reunification across the Taiwan Strait is beneficial not only for the Chinese nation, but for all peoples and the international community at large. China’s reunification will not affect the legitimate interests of other countries, including any economic interests in Taiwan. On the contrary, it will bring more development opportunities for all countries; it will create a more positive impetus for prosperity and stability in Asia Pacific and the rest of the world; it will do more to build a global community with a shared future, promote world peace and development, and advance human progress,” he adds.
