Integrated Action Plan for the 2023 Guatemala Elections

The document was delivered to the President of the Supreme Electoral Court (TSE), Irma Palencia, in one act from the Miguel Ángel Asturias Theater in the capital, a few hours after the official call to next Friday’s elections.

The Ministry of State (MP) said in a statement that this is the first time the institutions have made a coordinated effort to work within their powers to support the TSE in the upcoming June 25 process.

According to the signatory parties, unity of action will ensure effective coordination and the successful conduct of the elections.

The objectives include maintaining order and ensuring the freedom and legality of the process and its development with complete transparency, harmony and order.

Likewise, inter-institutional coordination enables crime prevention and investigation activities, as well as the identification of conflict and risk locations, in order to make decisions based on maps already produced.

An observatory will also be set up to ensure the exchange and analysis of information on areas of high crime and social conflict.

Likewise, working groups and dialogues are established with the indigenous communities through their various local authorities to create a culture of reporting and crime prevention.

The plan also provides for internal and external security operations throughout the country.

In this sense, the National Civil Police will be responsible for monitoring the main and alternative routes to the voting centers and will support the TSE to ensure security in areas of strategic importance. These are primary and alternate routes leading to the polling centers.

Defense Ministry officials said that an early warning system will be set up to prevent criminal acts during election proselytization events and during voting and an eventual second round.

The police agents will be responsible for security and control on highways, ports, shore sections, sea sections and airstrips in the country during the material transfer.
