In his speech at the high-level segment of the 77th session of the UN General Assembly the day before, the foreign minister took the announcement that migrant visa processing would be returned to the US Embassy in Havana as a positive step.

However, he stressed that the United States government must solve the factors that encourage irregular migration and cause loss of life.

The foreign minister cited the failure since 2017 to issue no fewer than twenty thousand visas per year, the validity of the Cuban Adaptation Law, restrictive pressure on regular transit countries and the tightening of economic, financial and trade policies as triggering factors for these phenomena.

Regarding the hostile US policy, he pointed out that it is impossible to quantify the human damage it is causing to all Cuban families. “It’s huge, cruel and immoral,” he said.

The blockade, he asserted, was an act of peacetime economic warfare.

The day before, the US Embassy in Havana announced that it would resume all processing of immigrant visas in early 2023. The processing of family reunification will also be accelerated and the diplomatic office in Havana will be increased in terms of staff.
