Closes the special session Standing Committee of the Parliament of Vietnam

In their session the day before, MPs evaluated the five-article legislative proposal for the implementation of grassroots democracy in view of the version presented in the third session of the legislature, which ended in mid-June.

Among the innovations is a proposal to set up a People’s Inspection Committee in all types of establishments to ensure equality and the right of workers to inspect and monitor private organizations.

According to the VNA news agency, the President of Vietnam’s National Assembly, Vuong Dinh Hue, called on the drafters of the project to add and review certain terms used in residential and commercial areas and to consult with relevant agencies.

The parliamentary body, which has been in session since last Monday, has also examined the draft civil protection law, which contains measures to prevent and combat wars; Responding to the consequences of natural disasters, incidents and epidemics; and protection of persons and entities as well as the national economy.

According to Vietnamese People’s Army Chief of Staff and Vice Minister of Defense Lt. Gen. Nguyen Tan Cuong, the project aims to establish a common legal framework for the prevention, response and resolution of disasters and incidents in order to maximize protection of property, health and human resources life of citizens.

For his part, Din Hue recalled that the state of emergency for defense and national security is prescribed in the draft civil protection law, while other emergencies are specified in the relevant regulation, which will lead to an overlap in content in two legal documents.

In this regard, the parliamentary group leader suggested not to prescribe the state of emergency in this draft and to convert the regulation into a law covering all urgent matters and also to include all emergency areas in the project civil protection law instead of drafting a separate law for it.

Another issue that caught the Standing Committee’s attention was the approval of oil and gas contracts, which were included in the new amendment project of the current Petroleum Act, enacted on July 6, 1993 and in 2000, 2008 and 2018 was changed and added.
