Austria signs DAVOS Baukultur Alliance 2023 for high building culture in Europe

Vienna/Davos (OTS) – “We join the Davos Baukultur Alliance 2023 with the conviction that a joint and focused approach is crucial for the development of a high-quality building culture in Europe”, said Secretary of State for Culture, Andrea Mayer, at the second Conference Baukultur of the European Ministers of Culture in Davos. Under the title “Common Good as a Shared Responsibility”, the participants discussed how a culture of high construction for Europe can be promoted. The conference culminated in the signing of the Davos Baukultur Allianz 2023. “The commitment of all sectors and private and non-profit organizations is an important step towards making our quality of life, which is closely linked to our built environment, sustainable”, says Mayer.

The Davos Baukultur Alliance 2023 addresses in particular the responsibility of the construction and real estate sector. Building is never an exclusively private matter, but it has a long-term effect on the common good and on people’s coexistence. The Davos Baukultur Alliance follows the Davos Declaration 2018. The latter recognized the great importance of technical and economic as well as cultural and social aspects of building culture for society. This was followed by the development of the Davos quality criteria, which represent a suitable system for assessing a good building culture.

The Davos Building Culture Alliance 2023 initiates an ongoing exchange between different sectors to improve the quality of building culture in European countries. In addition to Europe’s ministers of culture, participants included organizations such as UNESCO, NGOs such as ACE (Architect’s Council of Europe), EPRA (The European Public Real Estate Association) and ICOMOS, as well as representatives of the building and real estate sector at unprecedented levels. for-profit and private purposes.

Baukultur activities in Austria
In view of ecological and social challenges, culture building topics and solution approaches are becoming more and more important; be it the revitalization of urban and urban centers, land use reduction, green building or construction in existing buildings and renovation of buildings or affordable and livable living space.

The Federal Baukultur Guidelines published in 2017 formulate core recommendations on how these challenges can be addressed. Building on this, further recommendations and measures are being finalized as part of the “Space for Baukultur” implementation pact by the Austrian Conference on Spatial Development (ÖREK). The importance of building culture and building cultural heritage for the revitalization of urban and urban centers must be particularly emphasized.
Attractiveness measures are anchored in the Municipal Investment Act 2023 and the Austrian Development and Resilience Plan 2020-2026 also provides for investments in Baukultur projects.

Parallel to these measures at the federal level, several federal states are also expanding their activities: In 2021, Baukultur pilot measures were presented by the federal government and the state of Carinthia, which focus, among other things, on awareness raising and continuous training. In the state of Styria, a new position was created to strengthen city centers, and in autumn 2022, the state of Tyrol started a process to develop the Baukultur guidelines for Tyrol.
